The issue
Refuse trucks service the complex as early as 5:30 a.m., well before the law allows collection in a residential area, waking the whole block.
The code
SDMC §59.5.0406 prohibits operating a refuse compacting, processing, or collection vehicle between 7:00 p.m. and 6:00 a.m. in any residential area unless a permit has been granted. The same activity is also subject to the noise limits in §59.5.0401.
